Flerårige undersøgelsesprogrammer og indsamling af oplysninger
stk. 1 Medlemsstaterne udarbejder flerårige undersøgelsesprogrammer med fastlæggelse af indholdet af de undersøgelser, der skal foretages i henhold til artikel 22. Programmerne skal omfatte indsamling og registrering af det videnskabelige og tekniske materiale og andre oplysninger som omhandlet i artikel 22, stk. 2, andet afsnit. De flerårige undersøgelsesprogrammer skal indeholde følgende elementer i overensstemmelse med artikel 22, stk. 2: a) det specifikke mål for hver enkelt undersøgelse b) undersøgelsens omfang for så vidt angår det berørte område og omhandlede tidsperiode samt de skadegørere, planter og varer, som undersøgelsen vedrører c) undersøgelsesmetoder og kvalitetsstyring, herunder en beskrivelse af procedurerne for visuel undersøgelse, prøveudtagning og test og den tilhørende tekniske dokumentation d) tidspunkterne for og hyppigheden og antallet af planlagte visuelle undersøgelser, prøver og test og e) metoder til registrering og rapportering af de indsamlede oplysninger. De flerårige undersøgelsesprogrammer fastsættes for en periode på fem til ti år. Disse programmer revideres og ajourføres på grundlag af de gældende regler og den plantesundhedsmæssige situation i det berørte område.
stk. 2 Efter anmodning fra Kommissionen anmelder medlemsstaterne deres flerårige undersøgelsesprogrammer til Kommissionen og de øvrige medlemsstater. Disse anmeldelser indgives via det i artikel 103 omhandlede elektroniske anmeldelsessystem.
stk. 3 Kommissionen kan vedtage gennemførelsesretsakter om fastlæggelse af formatet for flerårige undersøgelsesprogrammer og de praktiske ordninger for anvendelse af elementerne i stk. 1 på de specifikke skadegørerrisici. Disse gennemførelsesretsakter vedtages efter undersøgelsesproceduren i artikel 107, stk. 2.

Multiannual survey programmes and collection of information
stk. 1 Member States shall establish multiannual survey programmes setting out the content of the surveys to be carried out pursuant to Article 22. Those programmes shall provide for the collection and recording of the scientific and technical evidence and other information referred to in the second subparagraph of Article 22(2). The multiannual survey programmes shall include the following elements in conformity with Article 22(2): (a) the specific objective of each survey; (b) the scope of each survey as regards the area concerned and the time scale covered, as well as the pests, plants and commodities targeted; (c) the survey methodology and quality management including a description of the procedures for visual examination, sampling and testing and their technical justification; (d) the timing, frequency and numbers of scheduled visual examinations, samples and tests; and (e) the methods of recording and reporting the information collected. The multiannual survey programmes shall be established for a period of five to 10 years. Those programmes shall be reviewed and updated on the basis of the applicable rules and the phytosanitary situation of the territory concerned.
stk. 2 Member States shall, on request from the Commission, notify their multiannual survey programmes to the Commission and the other Member States. Those notifications shall be submitted through the electronic notification system referred to in Article 103.
stk. 3 The Commission may adopt implementing acts establishing the format of the multiannual survey programmes and the practical arrangements for the application of the elements set out in paragraph 1 to specific pest risks. Those implementing acts shall be adopted in accordance with the examination procedure referred to in Article 107(2).
