Plantesundhedscertifikat til brug ved indførelse på Unionens område
stk. 1 Et plantesundhedscertifikat til brug ved indførelse af planter, planteprodukter og andre objekter på Unionens område er et dokument udstedt af et tredjeland, som opfylder betingelserne i artikel 76, indeholder de elementer, der er omhandlet i del A i bilag V, eller, hvis det er relevant, del B i bilag V, og certificerer, at de pågældende planter, planteprodukter eller andre objekter opfylder følgende krav: a) De er frie for EU-karantæneskadegørere og skadegørere, der er omfattet af foranstaltninger vedtaget i henhold til artikel 30, stk. 1. b) De overholder bestemmelserne i artikel 37, stk. 1, vedrørende forekomst af EU-regulerede ikkekarantæneskadegørere på planter til plantning. c) De opfylder de krav, der er omhandlet i artikel 41, stk. 2 og 3, eller, hvis det er relevant, i artikel 54, stk. 2 og 3. d) De overholder i givet fald de regler, der er vedtaget efter bestemmelserne vedtaget i henhold til artikel 28, stk. 1, første afsnit, litra d), artikel 28, stk. 2, og artikel 30, stk. 1.
stk. 2 Det angives på plantesundhedscertifikatet i rubrikken »Tillægserklæring«, hvilket særligt krav der er opfyldt, når den pågældende gennemførelsesretsakt, der er vedtaget i henhold til artikel 28, stk. 1 og 2, artikel 30, stk. 1 og 3, artikel 37, stk. 4, artikel 41, stk. 2 og 3, og artikel 54, stk. 2 og 3, tillader flere forskellige muligheder for sådanne krav. Denne angivelse skal indeholde den fulde ordlyd af det relevante krav. For så vidt angår én eller flere kategorier af planter til plantning, som omhandlet i artikel 37, stk. 7, for så vidt angår EU-regulerede ikkekarantæneskadegørere, skal denne specifikation indeholde den fulde ordlyd af den gældende mulighed for den pågældende kategori.
stk. 3 Det skal i givet fald fremgå af plantesundhedscertifikatet, at de pågældende planter, planteprodukter eller andre objekter opfylder plantesundhedsmæssige foranstaltninger, der anerkendes som ækvivalente, jf. artikel 44, med kravene i den gennemførelsesretsakt, der er vedtaget i henhold til artikel 41, stk. 3.
stk. 4 Kommissionen tillægges beføjelse til at vedtage delegerede retsakter i overensstemmelse med artikel 105 om ændring af del A og B i bilag V for at tilpasse dem til udviklingen i de relevante internationale standarder.

Phytosanitary certificate for introduction into the Union territory
stk. 1 A phytosanitary certificate for introduction of plants, plant products and other objects into the Union territory shall be a document, issued by a third country, which fulfils the conditions of Article 76, has the contents set out in Part A of Annex V, or, where applicable, Part B of Annex V, and certifies that the plant, plant product or other object concerned complies with all of the following requirements: (a) it is free from Union quarantine pests and pests subject to measures adopted pursuant to Article 30(1); (b) it complies with the provisions of Article 37(1) concerning the presence of Union regulated non-quarantine pests on plants for planting; (c) it complies with the requirements referred to in Article 41(2) and (3) or, where applicable, Article 54(2) and (3); (d) where applicable, it complies with rules adopted in accordance with the provisions adopted pursuant to point (d) of the first subparagraph of Article 28(1), Article 28(2) and Article 30(1).
stk. 2 The phytosanitary certificate shall specify under the heading ‘Additional Declaration’ which specific requirement is fulfilled, whenever the respective implementing act adopted pursuant to Article 28(1) and (2), Article 30(1) and (3), Article 37(4), Article 41(2) and (3) and Article 54(2) and (3) allows for several different options for such requirements. That specification shall include the full wording of the relevant requirement. In the case of one or more categories of plants for planting, as referred to in Article 37(7) in relation to Union regulated non-quarantine pests, that specification shall include the full wording of the applicable option for the category concerned.
stk. 3 Where applicable, the phytosanitary certificate shall state that the plants, plant products or other objects concerned comply with phytosanitary measures recognised as equivalent, pursuant to Article 44, to the requirements of the implementing act adopted pursuant to Article 41(3).
stk. 4 The Commission is empowered to adopt delegated acts in accordance with Article 105 amending Parts A and B of Annex V to adapt them to the development of the relevant international standards.
