Det har vist sig, at det ved fastsættelsen af denne forordnings anvendelsesområde er vigtigt at tage hensyn til biogeografiske faktorer for at undgå introduktion og spredning på Den Europæiske Unions område af skadegørere, der ikke findes på dette område. Følgelig bør Ceuta, Melilla og medlemsstaternes regioner i den yderste periferi, jf. artikel 355, stk. 1, i traktaten om Den Europæiske Unions funktionsmåde (TEUF), bortset fra Madeira og Azorerne, udelukkes fra denne forordnings geografiske anvendelsesområde. Henvisninger til tredjelande bør også læses som henvisninger til ovennævnte områder.

It has become apparent that for the determination of the scope of this Regulation it is important to take into account bio-geographical factors to avoid the introduction into and spread within the territory of the European Union of pests not present in that territory. Consequently, Ceuta, Melilla and, with the exception of Madeira and the Azores, the outermost regions of Member States referred to in Article 355(1) of the Treaty on the Functioning of the European Union (TFEU) should be excluded from the territorial scope of this Regulation. References to third countries should be read as references also to those excluded territories.
