Ifølge den internationale standard for plantesundhedsforanstaltninger nr. 15 om regler for emballagemateriale af træ i international handel (ISPM15) skal emballagemateriale af træ være forsynet med et særligt mærke, som skal anbringes af behørigt godkendte og tilsynsunderlagte professionelle operatører. Denne forordning bør fastsætte krav vedrørende behandling, mærkning og reparation af emballagemateriale af træ i overensstemmelse med nævnte standard. Forordningen bør endvidere fastsætte regler for godkendelse af og tilsyn med professionelle operatører på Unionens område, som anvender mærket.

International Standard for Phytosanitary Measures No 15 Regulation of Wood Packaging Material in International Trade (ISPM15) requires wood packaging material to be marked with a specific mark, applied by duly authorised and supervised professional operators. This Regulation should set out requirements concerning the treatment, marking and repairing of wood packaging material in line with that standard. This Regulation should also set out rules for the authorisation and supervision of professional operators in the Union territory applying that mark.
